The Department of Trade and Industry - Construction Industry Authority of the Philippines (DTI-CIAP) invited Procurement Policy and Technical experts from the Government Procurement Policy Board (GPPB) on a two-day seminar, June 20-21, 2017, to educate its personnel on the provisions of the Republic Act No. 9184 otherwise known as the Government Procurement Reform Act and its Implementing Rules and Regulations. Atty. Elmira Cruz-Caisido, Deputy Executive Director, gave an overview and discussed the general provisions of RA 9184, procurement planning and monitoring, and the standardized bidding procedures for goods and infrastructure projects on the first day. On the second day, Atty. Charity Ann Osdon and Atty. Dofel Ferrer from the Legal and Research Division discussed the standardized bidding for consulting services and alternative methods of procurement respectively. The penal, civil and administrative provisions and blacklisting guidelines were also discussed. The CIAP employees were given the opportunity to air their questions, sentiments and concerns during the open forum.
