• The Philippine Contractors Accreditation Board (PCAB) was formed by virtue of RA 4566 passed by Congress in 1965. It was originally called the Philippine License Board for Contractors (PLBC). With the creation of the CIAP, the PLBC was made an implementing arm thereof, among others, and was renamed PCAB. As such, all the powers and functions of the PLBC were transferred to PCAB. To date, maintains its regulatory and quasi-judicial functions. Pursuant to its mandate, the PCAB issues or denies the issuance of license based on established criteria/qualifications, and investigates violation of RA 4566 and the regulations thereunder as may come to its knowledge and suspends or revokes licenses of contractors as warranted by the investigation results.

  • The Philippine Overseas Construction Board (POCB) was created by virtue of Presidential Decree No. 1167, as amended by P.D. 1657, in order to develop and regulate the overseas construction industry of the country. POCB formulates strategies and programs for developing the Philippine overseas construction industry; regulates and controls the participation of construction contractors and consultants in overseas construction projects; and administers the grant of available incentives for overseas construction related activities.

    Through the Philippine Overseas Construction Board (POCB), the CIAP also registers and issues project authorization to Philippine contractors and consultants for overseas operations. The POCB also provides market information, such as project opportunities and country profiles, to registered overseas contractors.

  • The Philippine Domestic Construction Board (PDCB) is one of the implementing boards of the Construction Industry Authority of the Philippines (CIAP), a government agency attached to the Department of Trade and Industry (DTI). It was created by virtue of Presidential Decree 1746 on November 29, 1980.

    The PDCB is composed of a Chairman and four (4) members appointed by the President of the Philippines upon the recommendations of the CIAP. The PDCB tasks to formulate, recommend and implement policies, guidelines, plans and programs for the efficient implementation of public and private construction in the country.

  • The Construction Industry Arbitration Commission (CIAC) was created on February 4, 1985 by virtue of Executive Order No. 1008 (known as the Construction Industry Arbitration Law). It is one of the implementing boards of the Construction Industry Authority of the Philippines (CIAP) and under the administrative supervision of the Philippine Domestic Construction Board (PDCB) under the Department of Trade and Industry (DTI).

    CIAC encourages the early and expeditious settlement of disputes in the Philippine construction industry through arbitration and mediation. It has original and exclusive jurisdiction over disputes arising from, or connected with, contracts entered into by parties involved in construction in the Philippines, whether the disputes arises before or after the completion of the contract, or after the abandonment of breach thereof. These disputes may involve government or private contracts. For the Board to acquire jurisdiction, the parties to a dispute must agree to submit the same to voluntary arbitration.

    The jurisdiction of CIAC may include, but is not limited to, violation of specifications for materials and workmanship; violation of the terms of agreement; interpretation and.or application of contractual provisions; amount of damages and penalties; commencement time and delays; maintenance and defects; payment default of employer or contractor and changes in contract cost.

    Excluded from the coverage of this law are disputes arising from employer-employee relationships which shall continue to be covered by the Labor Code of the Philippines.

    Our Programs and Services

    CMDF implements Productivity Training Development Programs and Competency Assessment Programs to enhance the competencies and capabilities of the manpower resources of the construction industry, with the end-in-view of making the industry globally competitive.

    CMDF training courses particularly Technology/Supervisory Development Courses as well as Productivity & Skills Upgrading Courses are offered at CMDF’S Training Centers (CMDF-TC) in Dasmariñas City, Cavite, Cebu City or Davao City. Other training courses like Construction Management Courses and Safety Training Courses are conducted at CMDF’s Training Room in Makati City. CMDF training courses may also be offered as in-house training for companies; while skills upgrading and trade testing are conducted in communities (training cum production, ie., workers may be trained in community project sites for proper job execution).

    Enhanced Construction Manager’s Training and Certification Program (ECOMTCP) -is the reinvented program to train evaluate and certify construction engineers at supervisory and managerial levels who have/had been engaged in building construction works through an organization or an agency recognized by the Philippine Contractors’ Accreditation Board. The enhanced version of the program will accurately reflect the current standards and methodologies of the continually evolving construction project management discipline

    Trainer’s Certification Program (TCP) - The Trainor’s Training and Certification Program (TCP), aims to develop a pool of proficient construction industry instructors who can transfer their skills and knowledge to a wider audience. This would result in a multiplier effect where there would be an exponential increase in instructors and training/workshop programs to cover the growing demand for competent construction workforce. The program will guarantee effective and dynamic trainors with increased skills in delivering quality construction workshops and training future Project Managers and Supervisors

    Foremanship Training and Certification Program (FTCP) - The Foremanship Training Certification Program (FTCP) is designed to develop competent                 construction foremen. During the course the participants will learn the roles and responsibilities of a foreman. In addition, they will learn how to: create an effective work team, supervise work, communicate effectively, apply problem-solving skills, document and maintain records, maintain labor management relations, measure work productivity, plan and schedule work, implement a safety and environmental program, and ensure the quality of construction project.

    One Industry, One Registry:

    Construction Industry One Registry System (CIORS) - a web-based registry for construction industry skilled workers and professionals. The system is for qualified workers and professionals who have undergone trainings and passed certification standards to establish their competency in the construction industry in the Philippines. It seeks to merge all existing registries involved in the construction industry to harmonize and present a unified data for the benefit of all stakeholders.  Aside from the registry and job matching, CIORS offers a ‘Career Paths’ feature that will suggest career path scenarios to help individuals map out their career progression. Another added feature is the HRD (Human Resource Development) Programs that will suggest various programs, training and seminars an individual can take as they progress into their career. Lastly, the CIORS features the Construction Workforce Mapper which hosts comprehensive information on the geographic distribution of construction professionals and skilled-workers nationwide.
